Exchange Australian driver license to Quebec licence thru Ontario.

Hi all

I’m a newcomer to Quebec under QIIP and still waiting for my PR card to come. I have had my Australian DL for over 20 years and Quebec does not accept exchanging while Ontario does accept. Is that possible that I can make a short trip to Ontario to exchange my Aus DL, then go back to Quebec and exchange ON DL to Quebec DL without taking tests? I can ask friends to use their ON address to register with the traffic department.
